1. How to buy this license
2. "The license is forever valid for version 1.x." does this mean that for version 2.x we would have to buy another license?

Yes if there will be released a v2.x and you want to use it offline you have to buy it sepperatly.

The license is for the vis-adapter running on the ioBroker server.
This server can be reached by as many front-ends you like
